EU27 customs reform - end of duty exemption of low value shipment
Prepare for EU27 customs changes from 1 July 2026
On 1 July 2026, the EU Customs Reform (EUCR) will fundamentally transform the handling of low-value consignments entering the European Union (EU27). It is important to note that these changes are regulatory requirements imposed by the European Commission and are not based on a decision by DHL.
For B2C (business-to-consumer) e-commerce goods imported into the EU with a value not exceeding EUR 150, the exemption from import duty will be abolished. In the future, a customs duty of EUR 3 per declaration item will be charged for these shipments, except for non-IOSS (Import One Stop Shop) consignments that benefit from preferential agreements.
To illustrate with a simple example: if someone orders 4 items — two cotton T-shirts, a pair of socks, and a children's toy — with a total value of EUR 12, the customs duty may amount to an additional EUR 9: EUR 3 for the T-shirts, EUR 3 for the socks, and EUR 3 for the toy.
In the case of customs clearance for private individuals, DHL provides a customs guarantee for the payment of duties, allowing the shipment to be released and delivered immediately. The fee for this service is 2% of the public charges, with a minimum of HUF 4,740.
